A major West Side developer will be allowed to divert up to 50 percent of state sales taxes in four special development districts to pay for roads, utilities and other public works.
The state Board of Finance approved the agreement with SunCal, which is planning to build homes and businesses on about 57,000 acres of former Westland property."
